Where State, County & City Priorities Align in Santa Fe

A map of shared priorities across three levels of government — and where community listening bridges the gaps that remain.

The headline finding: on five of the ten highest-priority issues facing Santa Fe — housing & homelessness, behavioral health, public safety, children & families, and the workforce economy — the State, the County and the City are already aligned, each with dedicated FY2026–27 funding or legislation behind it. The money and the political will are there.

What's missing at every level, on nearly every issue, is the same thing: a structured way to hear from the residents those dollars are meant to serve before the plans are finalized. That gap — not a lack of government attention — is where Creative Santa Fe's community listening model has room to work, issue after issue, regardless of how aligned the three governments already are.

1

Housing & Homelessness

Strongest alignment across all three levels

NM State

  • $110M for new housing units & homelessness
  • Zoning reform to accelerate production
  • Interest-rate buydown for homeowners
  • State Office of Housing with dedicated funding
  • $50M development subsidies for affordable homebuilding
2025–26 State of the State

SF County

  • $10.35M for permanent supportive housing (FY27)
  • Sustainable Land Development Code revisions
  • Strategic plan top priority
  • Joint working group with City on housing
  • Reentry housing through NM Reentry org
FY27 Budget & Strategic Plan

City of Santa Fe

  • $4.7M total housing services (FY27)
  • $3M Affordable Housing Trust Fund
  • Micro-community approach to homelessness
  • $10M legislative request for permanent housing
  • Tenant protections & eviction reform
FY27 Budget & 2026 Leg. Priorities
◆
CrSF bridge opportunity: All three are funding housing but residents affected by displacement, affordability and homelessness rarely shape the plans. A community listening event could surface where residents actually want housing, what "affordable" means in real terms, and which approaches (micro-communities, supportive housing, vouchers) communities will accept in their neighborhoods.
2

Behavioral Health & Crisis Response

Major investment at every level — coordination gaps remain

NM State

  • $100M behavioral health expansion
  • Certified Community Behavioral Health Clinics
  • Modernized civil commitment law
  • Criminal competency reform (treatment over release)
  • Double UNM School of Medicine enrollment
2025–26 State of the State

SF County

  • Youth Behavioral Health Center (opening 2026)
  • Region 1 behavioral-health lead entity
  • Alternative response & crisis de-escalation
  • HRSA-funded peer support at detention facility
  • Reentry behavioral health & family reunification
FY24–26 Health Action Plan & Strategic Plan

City of Santa Fe

  • Alternative Response Unit for non-violent calls
  • Detox center establishment
  • Fentanyl crisis coordination
  • Violence Intervention Program
  • La Sala Center & CONNECT navigation services
2026 Legislative Priorities
◆
CrSF bridge opportunity: Billions are moving toward behavioral health, but the people most affected — families dealing with addiction, communities around crisis facilities, youth in distress — are rarely part of planning. Community listening can answer: what does access to care actually look like from a resident's doorstep? Where are the gaps between what's funded and what people can reach?
3

Public Safety

Shared urgency — divergent approaches between enforcement and prevention

NM State

  • Juvenile justice code amendments
  • Assault weapons ban & gun dealer accountability
  • Enhanced penalties for armed felons
  • Pretrial detention for violent suspects
  • Tighter fentanyl trafficking sentences
2025–26 State of the State

SF County

  • New deputy and fire positions (FY27 budget)
  • Behavioral-health first responders alongside dispatch
  • Reducing law enforcement in BH incidents
  • Frontline staff wellness programs
FY27 Budget & Strategic Plan

City of Santa Fe

  • Police budget up 13.6%; new cadets
  • Gun Violence Prevention Office
  • Youth gun violence intervention
  • Alternative Response Unit
  • Domestic violence & human trafficking intervention
FY27 Budget & 2026 Leg. Priorities
◆
CrSF bridge opportunity: The state leans toward enforcement; the city and county are also investing in alternative response. Residents have strong views on this tension but few forums to express them. A listening event can help policymakers understand what "safety" means to different neighborhoods — and build legitimacy for whichever approach a community supports.
4

Children, Youth & Families

Universal childcare and youth crisis services converge

NM State

  • $160M+ for universal child care (infant–age 12)
  • Independent Child Protection Authority
  • Double foster/kinship stipends to $900/mo
  • $50M/yr Indian Education Fund
  • 180-day school year funding; cell phone ban
2025–26 State of the State

SF County

  • Youth Behavioral Health Center development
  • Youth crisis services & case management
  • Services targeting young girls & LGBTQ youth
  • Joint working group on childcare with City
FY24–26 Health Action Plan

City of Santa Fe

  • Childcare as a guaranteed right (legislative)
  • Early childhood education expansion
  • Youth gun violence intervention
  • Family Navigator (FFN) stipends & apprenticeships
  • Fresh food for school & senior meals
2026 Legislative Priorities
◆
CrSF bridge opportunity: Parents and caregivers know where the system breaks — which neighborhoods have no childcare, which youth are falling through the cracks, what "accessible" really means for working families. Community listening here gives policymakers the on-the-ground picture that data alone can't provide.
5

Workforce & Economic Development

State goes big-ticket; city and county focus on local workforce

NM State

  • $150M tax credits for quantum computing & fusion
  • 150,000 jobs added over 7 years
  • 3rd nationally in new business applications
  • $20M for business expansion/relocation
2026 State of the State

SF County

  • Workforce development via reentry programs
  • SF Community College training partnerships
  • Broadband expansion (federal grant pursuit)
  • On-site job placement at detention facility
Strategic Plan & BH Reform Plan

City of Santa Fe

  • 7-area economic development strategy
  • Phase 2 strategic plan launch (2025)
  • Broadband & WiFi access expansion
  • Economic mobility programs
  • Midtown Redevelopment ($10M infrastructure)
Economic Development Office & Leg. Priorities
◆
CrSF bridge opportunity: The state's big bets (quantum, fusion, tech credits) may not connect to what Santa Feans need for economic stability. Community listening can surface what workforce training, business support, and broadband access look like for residents who aren't in the tech pipeline — and whether growth strategies match the community they serve.
6

Climate & Environment

State and City leading; County focused on fleet electrification

NM State

  • Codify Climate Action Plan (45% cut by 2030)
  • Net-zero emissions by 2050
  • Affordability commission for clean energy transition
  • Forest management & strategic water supply
  • State fire insurance program
2025–26 State of the State

SF County

  • EV fleet policy & charger installation
  • Climate health awareness campaigns
  • Humanitarian Action Plan for heat events
  • Cooling centers for vulnerable residents
Health Action Plan & Strategic Plan

City of Santa Fe

  • Building electrification & renewable energy
  • Forest fire mitigation & watershed restoration
  • Complete streets & emissions inspection
  • Extended producer responsibility & recycling
  • Water reuse legislation
2026 Legislative Priorities
◆
CrSF bridge opportunity: Climate policy often splits along economic lines — clean energy transition and affordability are real tensions in a state that depends on oil and gas revenue. Listening events can surface what residents need to feel confident in the transition: job retraining, energy cost protections, wildfire preparedness in their neighborhood.
7

Healthcare Access

State and County investing heavily; City less directly involved

NM State

  • Double UNM med school enrollment
  • $50M Rural Health Care Delivery Fund
  • Eliminate gross receipts tax on medical services
  • Medical licensing compacts for provider staffing
  • 2,700 new Medicaid providers since July 2024
2025 State of the State

SF County

  • FY24–26 Health Action Plan adopted
  • Expanded MAT at county jail
  • Senior services & transportation expansion
  • CONNECT navigation for food, housing, transport
  • Health Policy & Planning Commission active
Health Action Plan

City of Santa Fe

  • First responder recruitment & housing support
  • Guaranteed income pilot program (legislative)
  • Paid family and medical leave support
  • Fresh food programs for schools & seniors
2026 Legislative Priorities
◆
CrSF bridge opportunity: Healthcare access in rural parts of the county and on the city's south side looks very different from the headlines. Community listening can map where care actually exists, what getting to it costs in time and money, and what residents need the system to do differently.
8

Infrastructure & Roads

State and City have large capital plans; County more modest

NM State

  • $1.5B transportation bonding package
  • State-managed road improvements
  • Bond rating upgraded to Aa1 (lower borrowing costs)
2026 State of the State

SF County

  • Asset renewal emphasis in FY27 budget
  • Public-safety radio projects
  • Federal broadband grant pursuit
FY27 Budget

City of Santa Fe

  • Decades of deferred road maintenance (top priority)
  • Cerrillos Road Phase III & St. Francis improvements
  • Airport Terminal Expansion Phase II ($5M)
  • Water/wastewater facility replacement ($5M)
FY27 Budget & Leg. Priorities
◆
CrSF bridge opportunity: Infrastructure decisions determine which neighborhoods get investment. Community listening can help prioritize where the deferred maintenance hurts most, and ensure road and transit improvements reflect how residents actually move through the city — especially those without cars.
9

Government Transparency & Accountability

County and City driving this; not a state-level flagship

NM State

  • Not a headline legislative priority
  • Bond rating upgrade reflects fiscal management
2026 State of the State

SF County

  • Department-level 3-year customer service plans
  • KPIs on public dashboards
  • Standardized performance reporting
  • Past-accomplishment visibility push
Strategic Plan

City of Santa Fe

  • Independent Inspector General (new office)
  • "Make government work better" strategic goal
  • Data-driven decision-making emphasis
  • Southside mayoral office (geographic access)
Mayor Garcia Inauguration & FY27 Budget
◆
CrSF bridge opportunity: Transparency initiatives only matter if residents know about them and trust them. Community listening can test whether accountability measures are reaching the people they're meant to serve — and surface what "government working for me" actually means in different parts of the community.
10

Senior Services

County leads; City collaborating; State less visible

NM State

  • Not a headline priority in recent sessions
  • Pension funding fully secured since 2019
  • Medicaid provider expansion benefits seniors
2025–26 State of the State

SF County

  • New Senior Center in Cerrillos
  • Enhanced transportation in southern county
  • Cognitive & behavioral health funding for seniors
  • Joint working group with City on senior services
Health Action Plan

City of Santa Fe

  • Senior services identified as community priority
  • Fresh food programs for senior meals
  • Joint working group with County
Joint Meeting & FY27 Budget
◆
CrSF bridge opportunity: Seniors in rural parts of the county often can't access the services that exist. A listening event designed for older residents — accessible location, unhurried format, possibly in-home or mobile — can surface isolation, transportation, and care needs that surveys miss.
